Moodr Health and Aetna Better Health of West Virginia Demonstrate Breakthrough Model for Medicaid Member Engagement in Rural Appalachia

Partnership leverages secure SMS outreach to reach members where they are.

Morgantown, WV, July 14, 2026 – Moodr Health announced results from its collaboration with Aetna Better Health of West Virginia, a CVS Health Company, revealing a scalable approach to engaging hard-to-reach Medicaid members and improving care plan enrollment through human-centered SMS-based engagement.

The collaboration addresses one of the most persistent challenges in Medicaid managed care: connecting with members who face compounding barriers – limited broadband, transportation gaps, housing instability, and distrust of traditional healthcare systems – before those barriers become crises. Using Moodr Health’s intelligent, SMS-based outreach platform, Aetna Better Health of West Virginia care managers have been able to reach members through phone calls, portals, or apps, increasing engagement in previously unreachable populations by 23%.

The plan, as a result, has seen measurable increases in care plan enrollment and member activation among these populations historically known to be difficult to reach. The implementation of this model has also activated the plan’s care management team, with 100% of care managers strongly agreeing that Moodr enabled them to connect with members they previously could not reach as they continue to support high-need individuals across the Mountain State. Care plan enrollment, as a result, increased by 57%.
